KEY PRINCIPLES
There is a rush in many locales to create teacher quality (TQ) data warehouses to assess the effects of teachers and teacher education programs on student learning. We wholeheartedly agree with the need to create TQ data warehouses and wisely use the data held within such warehouses. Indeed, this entire Web site is devoted to creating high-quality data warehouses that can be used to improve the effectiveness of efforts at all levels of the education system. However, we also hold some strong beliefs about the philosophical principles and technical principles that must underpin such efforts.
