The authors of this study advocate that by understanding how teacher qualifications are most strongly related to student performance, policymakers can make informed decisions about how to improve student achievement.  By using student-level data from a system aligned around one-set of standards, the authors help policymakers to look at education funding, teacher preparation, and teacher certification issues in a practical way.
